SCHEME FOR EXTENSION OF FINANCIAL ASSISTANCE FOR GENERATOR SET / DIESEL ENGINE

1. OBJECTIVE

The purpose of the scheme is to give one time subsidy to fibre/ curled coir production units in the brown fibre sector to carry out production at periods of power cut/ low voltage and to ensure supply of brown fibre and curled coir to meet the requirements of rubberized coire products, coir rope, yarn and mats and matting sectors.

2. QUANTUM OF SUBSIDY

The quantum of subsidy for one unit will be 25% of the cost of generator set subject to a maximum of Rs.50,000/-. This will be a one time financial assistance and will be granted on the basis of expenditure incurred by the unit.


3. ELIGIBILITY

The units which satisfy the following are only eligible for subsidy under the scheme.

  1. The unit should have a valid registration with the Coir Board under the Coir Industry (R & L) Rules 1958
  2. The unit should have a final SSI registration with the Industries Department of the State concerned.
  3. The unit should produce a No Objection Certificate from the State Electricity Board for installation of generator set as per rules in the State concerned.
  4. The capacity of generator set should be subject to the requirement of the unit as specified in the registration certificate.
  5. A three phase power supply should be available in the unit
  6. The application for generator subsidy should be recommended by the General Manager, DIC.
  7. The unit should obtain a clearance to the proposal in advance from the
    Regional Officer of the Coir Board concerned to the State.
 

4. SELECTION OF APPLICANTS

  1. The unit should be inspected by an Officer of the Coir Board to verify the statements made in the application
  2. Clearance for setting up of generator set will be issued on the basis of recommendation of the Officer and on receipt of the necessary declaration/ certificate.
 
5. RECOMMENDATION OF SUBSIDY

Recommendation of subsidy shall be made on receipt of the following:

  1. A certificate stating the completion of erection of generator set for which clearance has been given by the Coir Board is received duly recommended by the General Manager, DIC.
  2. Inspection Report by a committee constituted by the Coir Board duly Endorsed by the General Manager, DIC.
  3. Bill of cost of the generator set and other documents insisted by the Coir Board.
 

6. RELEASE OF SUBSIDY

The subsidy granted shall be released on receipt of the following documents:

An agreement executed by the beneficiary clearly mentioning that the generator set

  1. will bemaintained properly
  2. will be used only for running the coir fibre/ curled coir unit
  3. will not be shifted from the unit
  4. will not be disposed without the prior sanction of the Board
  5. will be insured for an amount not less than the amount of subsidy granted by the Coir Board and renewed periodically for a period of at least five years

The officers of the Coir Board will have the right to inspect the generator set at any time

If the conditions laid down are violated, the beneficiary is liable to repay the entire amount with interest at the rate decided by the Coir Board to the Secretary, Coir Board.

7. FOLLPW UP

The Offices of the Coir Board should carry out periodic inspection to ensure that the generator set is being utilized properly and that the objective is being achieved.
